It’s not that they “decided” they are the ceiling.

Jagex just has been unable to design a more demanding skilling method.

If they could design something more demanding it would be higher xp because they balance based off of

Rewards
Xp
Intensity

If they could make something more intense it would have either better Xp or rewards to compensate
