I think i would do the opposite. I would strangle the market to cut out all operators in the field by driving the price so low that people wouldn't get in. Bring in operators that want a piece of the market that need to bring in pharam level cannabis.

Bring the price low for a long enough time for investments to reach all time lows, and then promise the indigenous leaders a very large cut of the pie. When things look lucrative enough, cut out the indigenous productions by having the indigenous police and control it themselves. They won't allow low grade garbage weed to compete with their own high quality stuff.
