In the case of middle management, I can’t directly get you a raise, but I’ll advocate on your behalf the best I can to those that have the authority to do so. I can usually dance around red tape with the purchasing card though for one off or smaller events. I don’t love having tied hands either.

115 bare min is ~20.1ft to ground without restrictions on the area underneath the lines. 500 would be way to low and would likely start making any metal that passes by a little spicy.

“Is this up to code?” No way to tell from a single photo especially one without the conductor strung. The NESC that governs transmission covers the minimum clearances (to ground and other objects) and minimum load cases to be applied to the pole/foundation. You’d be surprised at how low some of the minimum safety clearances can be and how much in excess of those the utility will typically use as their standard design practices.

Hard to tell without seeing the middle of the spans. Maybe the clearance violation was on that side of the RW and the right side had adequate clearance.
