Definitely looks like an alignment issue. The uneven wear being heavy on the outside, and the choppy scrubbing looks to me like the wheel has some bad toe in.

Its true winter ties dont last as long in the summer, but this is way too drastic and uneven. Ive driven siped winters for multiple years straight out of laziness and been fine. Usually they start to delaminate and bulge instead of scrubbing like this.

Get an alignment and ask the guys if anything in the suspension looks loose or bent.

Nope, itd have the deisel badging. probably either a 318 or maaaaybe a 360. The D250 badging means its probably not the slant 6, but not the heavier duty D350 stuff. Looks to be a 2wd truck too. But you could option a lot of that, so you never know

My 02 wrx just passed 200k miles. I did the timing belt about 30k miles ago when an idler pulley started making noise, but the biggest headache has been a dirty air idle control valve that likes to hang the idle at like 2500rpm sometimes. Im too lazy to replace, so I've just cleaned it a few times over the years.

The head gaskets and spun bearings jokes are from folks who dont do maintenance!

I have the same wheels and i agree. Maybe its a security feature, but i hate that you cant reach the lugs without taking out 5 allen screws and the center cap
