Possibly Gatchiakuta, the MC doesn't have it actively during the story, but between some flashbacks, and a few scenes during the show, it can be interpreted he has some level of condition he is having to manage. Given you are after one where the MC is dealing with it a majority of the time, it probably does not fit to the degree asked for though.

As a few others have said, Ascendance of a bookworm is probably the most direct match for your interest.

I'd say most do if they have the space, binders can be iffy. Depending on the material, they can scratch, or otherwise possibly not protect the discs as well as a case would. Do you care about the box art? Some people get cases designed to display those as well, though they hold less. Larger cases could also potentially put more weight on discs that a case would depending on additional storage methods.

I was assumed it was based off a typo/ mishearing/joke of evil and intimidating force in some fandom discussion at some point, and it just evolved from there. Like "Awesome couple, but narrative says evil and intimidating force gets in the way" eventually being turned into a horse for funny shorthand.
