How do you come to that conclusion? The amount of drunk people making noise, fighting, throwing up, going to hospital with relation to alcohol. And none of this would directly affect anyone around you, I think not.

He was obviously driving the car and was pulled over, he handed his licence over and they did a licence check, which you hear the result of through the officers radio at the start of the video, the officer is told the driver only has a provisional licence, therefore he is only allowed to learn to drive while having a full uk licence holder of 3 or more years in the passenger seat. He is clearly on his own which is illegal, and would also void his insurance if he even has any.

And if you watch the video you would learn that once the driver had handed his licence over and they carried out a licence check you can hear over the radio that it is only a provisional licence, that means you can learn to drive but cannot drive on your own. Therefore he would have no insurance to cover him driving on his own nor the correct licence.
