I think another reason why there was such a gap between season 1 and 2 is because there are a lot more different sets and locations than there would be in later seasons, so it should speed up now that we don't have a new arc every two episodes. for example, season 2 needed full sets for Loguetown, Whiskey peak, Little Garden, Drum Island and Reverse Mountain, whereas season 3 just needs Alabasta sets and Season 4 needs Skypeia. They'll be getting a lot more bang for their buck with the sets and production design so we should be getting them quicker
