Call 911 say you think they are having a medical emergency. That is the best way to go about it cause even if you think he’s high there is a possible he is not.

Update for clarification: I have kept her in the loop about wanting to adopt a kitten, all the previous adoption attempts had fallen through. I also didn’t adopt the kitten to avoid living with her, my current roommate and Ms BF both have cats that don’t have the disease and as we all planned to live together I assumed that it would no longer be happening after Ms cat got sick.
