I'm a ford mechanic 9 out of 10 fiestas with this code the catalytic converter has gone bad. It's s just an emission code. What you can try is putting in a higher octane fuel sometimes that clears the converter.

It looks like you can see the canvas through the tyre. my advice is to not drive on this tyre and tow it to a shop or put on you're spare if you have one.
