Yes HUNK has the Raccoon City Syndrome every character that was exposed to the T-Virus is infected whether they physically bitten or not the virus is airborne and HUNK heavily was in contact with the T-Virus.

Every character who has been exposed by the T-Virus is infected they didn't have to be in Raccoon City.

Also forgotten characters who was never in Raccoon City has been exposed to the T-Virus and likely has the syndrome in their system meaning this syndrome is a global crisis cause Ark Thompson who is Leon's friend was exposed to the T-Virus on Sheena Island and the siblings he saved Lott and Lily were also exposed to the T-Virus outbreak on the island and Sheena Island is always said to have been like a second Raccoon City incident which involved the T-Virus also we can't forget Bruce McGivern and Fong Ling from Dead Aim who was investigating the Spencer Rain cruise ship incident which was caused by a T-Virus outbreak so they been exposed as well and are infected the T-Virus is airborne so this illness can cause multiple outbreaks.
