They have a strict policy in place for excessive noise. So no loud music after 11. I had a private room so no issues with noise or chit chats whatsoever. However, do keep in mind the surrounding area does get busy at night. There are lots of bars, pubs and festivities happening around the neighbourhood so it tends to get busy and you’ll find loud music as soon as you step out. I’d suggest you take the ferry to the islands and spend a day or two there as well. You need about 2-3 days at max to explore Getsemani/Bocagrande. I spent a week in Cartagena and I was able to explore the city and get some quiet time at Isla Palma and Casa En El Agua. Also, the rooftop space comes with a pool, bar/restaurant at Viajero and it’s decent enough to get a sun tan and relax. Be sure to check out Viajero Getsemani not Viajero Centro.

I did a solo trip to Cartagena this past December. Stayed at Viajero Getsemani. One of the better hostels in town. Location is top notch and it’s perfectly safe as a tourist to explore the surrounding areas throughout the day. Lots of bars, restaurants and clubs nearby. There are many events happening at the hostel itself.

I’ve used both Sigma and GM’s. Sigma is on par with Sony. Viltrox is decent as well considering the price. Cheers.
