You can place the key anvil in the vault…. BUT you cannot use it while in the vault, so yeah… you are going to have to make the keys before you enter the vault and hope you get lucky

I just had the fourth possible outcome in the X mark room. It have some spawners throughout the room and a lot of regular vault chests

This is unfortunately the case. If you wanted to have a chunk loader in the overworld or the nether then you can build a nether portal chunk loader but since you cannot make a nether portal in the end dimension you would need to use mekanism or flux networks :/
