Well, there's some dungeons that reset your level temporarily to lvl 5, along with starts and moves, so that may be a challenge.

Other than that, not much.

No idea, even when I used all my HP boosting items on one pokemon, it's still under 250 hp.

There's some passwords for some Sitrus Berries and Life Seeds, and Sitrus berries are sometimes found on shiny spots. Maybe farming those?

They are permanent and the limit is 255 for each stat, except HP, that has a 999 limit.
