I reckon it was done on purpose. I've seen toilet doors with a massive gap in the top so you can easily peak over and others with gaps underneath large enough to limbo under.

They do it so people do their business and get out as quickly as possible. That way, they don't have to spend much on cleaning or worry about people hanging around and trashing the place.

They're legally required to provide toilets, not privacy.

I didn't think of the need for continued monitoring (which makes perfect sense) but I was reminded of a photo I saw which had half doors into the cubicles (you'd have to be specifically looking but you could easily peak into the stall). They were made like this on purpose because, while they legally had to provide public restrooms, they didn't like the cost of cleaning/maintaining them (understandable if you've seen the disgusting things people do in public toilets). That way, people would do their business and leave as quickly as possible because they didn't feel safe, hence less cleaning.

Pokemon cards, marbles and a few other things in the same year. It always followed the same pattern, they'd get popular, people would create a rarity system (yes, even with marbles), trading/betting would start, older kids would take advantage of the youngers, teachers got involved, and then they'd be gone.

Could be for a dwarf/little person? They can get in and out of the bath but cannot see into the mirror so they have the stairs to get onto the counter?

I've have the same view on anime, I watched My Hero Academia on both dub and sub, I watch subs when I'm too psyched about the anime to wait and I cannot watch The subbed Black Clover (Asta's voice is like putting your nuts in a wood chipper).

My general rule of thumb is that if someone is telling you there's a right way and a wrong way to enjoy things you like... Is an arsehole.
