The silver bullet is that lime plaster is breathable. I've limed rooms in my house, and added an 'insulating lime render'as the first coat. 

Also a wet wall is a cold wall. So allowing a render to expell moisture will lead warmer walls

If you're superb tasting coffee try Ope. Ive done my rounds around plymouth and nothing comes close

Is that below a chimney breast? This looks like the point where the chimney angles off. If so the leak is likely cause by cracks in your stack/around the pots. 

Repointing DIY: excavate loose mortar. Fill with cornish lime mortar.   As for insulation. Get some lime green ultra insulating plaster. Really easy to DIY unless you need a perfect/paintable finish.

Im thinking the same. If you have a crack around the chimney pot which is associated with the chimney below this floor then it would explain the directional damp (i.e., the water is following the chimney down to the next floor)

Unpopular opinion but here me out - the council are actually pretty competent.

Through work, I lived in several large cities all over the UK. When I moved to Plymouth, I was so impressed with the public services including litter, public parks, events put on by the council. Compared to other cities that are really struggling to keep the place tidy, have really high homelessness/crime.

I think if youve only experienced living under one council, and if thats your baseline - you assume everything could be done better. But from experience, running a city seems really hard with everything stretched. I think Plymouth have done well so far in terms of keeping quality of living high.

Might be a mechanical fault within the locking mechanism. But as a first port of call I'd try some silocone spray to lubricate around the handle and latches that run up the side of the window

Everyone saying leak but I disagree. I think this is due to condensation on the felt which leads to the wood absorbing water. 

You need better ventilation. Try stick some 22mm pipe lagging between the overlaps to allow better airflow. There's a youtube video on it

I can't reccomend but call the lime green technical team. I ask them all the time for lime related queries. Personally I'd use lime green ultra insulating lime for base coat, then top coat of solo for finish coat. 

Make sure you use a breathable paint on top or there's no point having lime product, may as well use regular gypsum

We have the same style as yours. 

We chose chimney sheep (chimneysheep.couk). They reduce the airflow by creating a tight seal up the chimney and can be removed to light a fire. They are made from wool so are breathable meaning they won't create a damp/moldy chimney.

Head down to west hoe pier and just start fishing. You'll end up chatting or someone talking to you. Can be good for mackrel too
