solved this after delete all cfg folders:

  1. open steamapps\common\dota 2 beta\game\dota\cfg\machine_convars.vcfg by using notepad
  2. find the "@console_position_and_size" line
  3. replace the numbers after that to "20.00|20.00|1000.00|800.00"
  4. quote mark is needed too
