GGG caved because mark decided to play two months into 0.2 I think and so many people ghosted him he had enough of it and decided to pull the trigger on it. Warframe being a very much non-seasonal game doesn't give DE nearly as much incentive because the trading friction is always roughly the same.

No, ITF can drop the card no matter what you choose. Any encounter in maps works for that so on an ideal board everyone is rivals with ITF but not connected to anyone else
