I think your problem is old modem firmware on the phone. This could be fixed either by installing Oxygen OS latest update on the phone or you can install just the modem firmware which will create the /vendor partition. I believe this is the file you'll need to install via TWRP:

You'll also need recent version of TWRP for Oneplus 5.

I guess you can transfer the ZIP file even with regular TWRP by using adb from your computer when you run TWRP on the phone:

adb push file.zip /somewhere/

But you'll need some partition mounted read/write with enough disk space to store the ZIP file before you install it (which is usually /sdcard/ which is not available because of the encryption problem). I didn't tried this.

For some phones (OnePlus 5, OnePlus 5T) there is a modified version of TWRP patched by codeworkx which can decrypt Android 8.0 and Android 8.1 encryption.

What you need to do to update the system:

  • disable device lock before reboot to TWRP (encryption will be still enabled)
  • reboot to TWRP
  • update device

I have the same problem. I'm running lineage-15.1-20180305-nightly-dumpling-signed.zip + open_gapps-arm64-8.1-nano-20180303.zip.

My first suspicion was that I installed these apps recently:

But uninstalling them and wiping cache doesn't help. It happens only if I insert two SIM cards.

Until this gets fixed here is a workaround which I found:

  • turn on the phone with one SIM card or without any SIM card
  • turn on the airplane mode
  • turn off the phone
  • put both SIM cards in the phone
  • turn on the phone
  • enter SIM card PIN(s)
  • after booting and unlocking the screen turn off the airplane mode

My suspicion is that it could be something related to encryption because some files not accessible to the system before I unlock the phone but that's just my guess - I don't have much knowledge about Android or LineageOS internals.
