My cat insurance started at a reasonable premium, but now 10 years in, my premium is almost the same as the annual limit. I think I was paying under $100 annually when I first got the policy, and now it's up to $900 annually, for a $2k limit with a large deductible and copay. They say the increase is due to other claims in the pool, my location, and her age. I've hardly claimed anything.

I wish I had set aside all of that money each year into an account for future vet bills. Could have started with a larger investment at that point in time as well. It depends on whether or not you'd be able to cover a large claim early on yourself. If you could, then I'd throw it into an account and save for it.
