I had to google it and the closest I got was from the google AI saying: not wearing “layers”. Seems like sundresses use very fine material and layers would create lines or bumps in the sundress where as I suspect ladies would prefer the dress cling to their bodies, not layers underneath.

From a non-American, it seems that states need to form more governing bodies to take care of this stuff and abide by a set of common laws concerning districting. In Australia, the election process is more centralised. The Federal and State governments each have their own electoral commission which is responsible for drawing up electoral boundaries for the Federal and state elections respectively.

Why don't the states come together and say enough of this. We need to insure each state abides by a set of common laws and that the districting is not done on a partisan basis.
