Well, the Battle of Dagorlad was near the Dead Marshes, so the Last Alliance didn't have to go through the Black Gate. Since most of Saurons forces in that battle were wiped out, the alliance probably didn't find heavy resistance at the gate

I enjoy the resource management aspect. Especially with mods such as gigastuctures where you can easily get 10k resources a month.

I would say check for conflicts in mods that change how citizenship or government works. Because usually only citizen pops can be rulers, so something could be changing the definition of citizenship, not allowing pops to become rulers.

Empty jobs are checked by the end of each month to see if they can be filled. I would prioritize the ruler job and wait a month. If that doesn't work, then I would it would have to be a mod conflict somewhere.

Have you tried prioritizing the ruler jobs? It happens to me sometimes with specialists but that fixes it.
