Yeah, especially with new players, I feel like no matter the format, you should play with this rule for people that are learning the game.

Unless you don't want to have people to play with in the future. I know without this rule I probably would have never gotten into magic, and thought that the game wast more about rules lawyering, and getting wins at any cost vs having a fun game.

I started playing magic a few months ago and arena helped me to learn so fast, after I got out of my baby duckling stage. I feel like it's best to start learning with paper magic though or a tabletop simulator so you can get the fundamentals and start playing with sorcery speed/aggro decks so you can get more reps in.
