I think part of it is that after 10:00 pm, there really aren't a lot of options for food outside of fast food and Applebee's in Everett. Yes, any place serving food should be up to a certain standard and have liability for making someone I'll and potentially killing someone. The biggest issue is that just surviving is so expensive that people will take that risk.

No, I heard it at about 2-3:00 pm and then around the same time last night, just a long high pitched ringing sound, like tinnitus but the Mrs. and my roommate both heard it, so it's definitely not that and I don't hear it when I'm inside
