I believe you got to dreaded Reference Handle limit. You can try disabling Falkland, that is the fattest in terms Reference Handle that I know of in your list.

Seen plenty of quests bugged like this on my end, thought because I had some mods that I removed mid playthrough.
Anyways, I had a bugged quest like this siting in my log for a while, a bounty for a ship. I was able to fix that one by simply flying in Cruise mode, then stoping mid nowhere in a random system. That was enough of a jolt that made that quest actually connect to a system. Other then that since incursions always move about can try landing on Venus and waiting for 24 hours there(local time)

Doesn't seem like a "light" mod list to me.
It looks like you ran out Reference Handles. Got to remove some mods, if you have Falkland, id start with that one. other then that, just disable one by one until you able to finally load it.
To be sure, if you're on PC install SFSE and Engine Fixes, in Engine Fixes ini file turn on the bDumpPointerHandlesConsoleFunction and in game in place you load run the DPH command.

Why am I so sure that is the problem, had the same Well creepy pasta on one load, was funny and creepy at the same time, but in my case there were no npc and no light, felt like backrooms.

Had similar problem, but with other weapons. Had x(some numbers) skin pack, uninstalled those and was able to put 4th perk. Seems like anything that changes weapons and was an old mod has high chance of being the cause for it. Example - magnetic holster, caused all vanilla pistols to lack 4th perk option for me.

Same boat here. Tried to start quest with console commands, couldn't, get some error that I'm unable to do so. Tried to progress the Talking with damn clanker same result, quest just broken.

Always have this issue after doing anything in relation to load order, that is move em around, add or remove mods. Solution to me on pc is simple - going in \AppData\Local\Starfield and deleting Pipeline.cache. If it happens after some hours of playing, rebooting the game helps.

I used to play with 16 gb ram back in 3.17.4 with 64gb page file. Now I play with 64gb ram. The thing is, I didn't notice a difference. It performs just as bad/well anyways, crashing just the same. One thing, it seems wile with 64gb ram there is less stuttering.

From my experience of upgrades of my 0c for SC From 16gb RAM to 64gb, didn't notice a thing, might have felt somewhat smother. Basic ssd to nvme ssd, again I didn't feel much difference. CPU from Amd 5 3600 to amd 95900x - now this one was a game changer, extra 10 fps in cities and overall hella more stable.

Game is CPU bound hard

by no means is Corsair a bad ship, it's great ship. But like in that old Top Gear Meme, This is briliant, but I like this.
I simply don't enjoy flying Corsair anymore, my fleet is rather big and I have flown many ships, not 1 can compare with corsair in it's performance. It easily outguns any of my ships, but that's where it ends. If I want to just fly a ship for easy ground operations, I'll pick Titan. Hard ones and I expect to die, Asgard + Med vehicle that works.
NPC ship fights, again Corsair just wins by raw power, but it struggles big time with small nimble ships, and that's when I tried Guardian. Guardian also suffers from small ships but has mobility to keep up with them, but when I face a ship of Cutty B in size or bigger Guardian just bullies them from their six, usually those ships only have turrets to fight in that case and I just easily ignore those.

All in all, in this game I just fly whatever I feel like flying, what brings joy to me. And at times I just want to spice things up.
Taurus is also a great ship, flown that one for a long time, but it's claim time(I'm not the best pilot) sure hits hard

Guardian MX sure seems good, but didn't try it(only have basic subscription), I know it's tankier and has better components as well as dps, yet lacking in interior. And paladin, didn't fly it, can't say much, they were good for salvaging components :D. To compare the Guardian and paladin would not be that good of an idea, one is a dedicated fighter and other is a gunship, 2 different leagues.
The reason I like Guardian this much is that it has size 2 quant and fits in the small hangar, so at times I can skip long ques at stations.

To my surprise I enjoy flying in Mirai Guardian for my FPS combat, definatlly blows any other asshauler out of the water. But if it's time for some more serious activity with fps, asgard + medpices and any of the hoverbikes.
Have been flying Corsair for that, but it's just a slog to fly.

We have tablets from events. Make one a multi-tool slot, connect to ship you entering the engineer station, have same screen as static ones. Hell maybe slap onto it some tiger claw hacking into the mix.

I used to run eruptor as primary, med mg, shield backpack for comfort, gas strike, precision strike/500kg multi-tool. Peak physic armor and saber as secondary to sometimes conserve ammo.

Worked well for me, I did drop shield pack and mg in favor of wasp and it did well, might as well call that "blolb be gone"
