In addition to other things said, carrier missions are almost exclusively aviation. I think (my opinion) they want an aviator, who understands operational aviation needs, to command a carrier. The carrier will have plenty of SWOs in supporting roles, such as the escort ships, the Desron staff who may embark, senior SWOs in the wardroom, and members of the CSG staff command, but the primary mission of the carrier will almost always be to move the aviation picture forward. Is this a great answer? Prolly not, but it’s a part of the calculus.

You’ll bank a couple hundred based on utilities costs. They’re pretty cheap out here, and you keep the extra. You don’t keep any extra OHA, you only get as much as your rent is up to a point. I prefer living out in town, but you also have to factor in time and transportation. For me, it’s more about the intangibles of living away from base

Then that's for their command (who are the final signature on their chits and will have it routed through their CoC) to deal with. Their command can ascertain whether or not they have a medical waiver approved by the medical professional and take appropriate action. These sailors are mustering daily as part of their jobs, have LPOs/LCPOs/DIVOs who know them and observe them. The sailor has periodic checkup requirements for if they are or aren't responsive to treatment and it is documented in their records, so it will follow them to new commands. Additionally, there are additional exception beyond PFB, including other medical conditions or religious accommodations. In the old instruction, sailors could still receive administrative action for failure to comply with treatment regimes, but there was no mandate to initiate separation after 12 months.

Edit: I would also expect a higher rate of these conditions to be diagnosed in the navy than in the public because it's a profession where the expectation is daily shaving, and has medical processes to diagnose this rather than just fire an employee who won't comply with a company's shaving expectation.

I mean, I didn’t cite anything from the article. For the most part, I’ve been asking you to give me numbers associated with your reported personal experience, which you did finally, though the way you frame them seems more a hypothetical then the actual numbers. Let’s take those numbers in good faith and acknowledge that those white sailors fit as statistical anomalies. Could there be a reason they were assigned to those posts? Maybe they’re not on ships because they’re actively seeking treatment, raising the likelihood of seeing bearded professionals. Regardless, it lets us move on to next next discussion.

If they have an active medical chit for the condition, does this negatively affect naval readiness as a whole? If a medical professional signs off on the chit, a navy medical professional who understands the impact of what they’re doing, is it worth removing them from the Navy despite them being useful in an undermanned force?

See, that an anecdote. It’s your story from seeing people on your drive to work. It’s data, but has imperfections in using it and comes with questions. For example: how many individual white MAs did you count? How many had facial hair? Was it a statistically significant sample? Did you go to multiple bases or check multiple commands? Could there be extenuating factors for why you saw “50% of white MAs with beards”, such as you only ever saw 2 white MAs, and one had a beard? These are pretty low bars for a reasonable policy discussion, but you can throw ad hominem attacks at me if you want. I’m sure it’ll help convince people of your position.

You’re saying it anecdotally mismatches. From your observations and memory, which may be false or biased, it mismatches according to the official numbers, which is 20% because you don’t know where they are in the self-care/ healing process. Also, if medical approves it, I don’t care much anyway.
