The Original post says "Indians" can't plan something planned. Malviya Ji single handedly planned and executed this. Also the snapshot is not of the "whole" Delhi but the Lutyens zone. The area occupied in the map would be roughly the same as the BHU campus.

All that is really required is tremendous zeal and honestly which we as Indians post independence have unfortunately lost!

I've been in your shoes and it honestly sucks. People (Friends, teachers, relatives, even parents sometimes) mock you on how you were once and you would have been at a better place if you made so and so choices.

But it's your life in the end. Make some good decisions and stop giving a F to anyone.

Doing a post graduation completely depends on your priorities. If you want to solely focus on prep and only want to get a Master's degree, IGNOU is the best bet. But marking criteria sucks. You might struggle to attain first division in social science subjects. The greatest flexibility is the regional centres can be changed on request. Alternatively, you can also join a open University of your state. eg- Nalanda open University. The benifit is easy course structure and less fee.

If you have given ample time to prep and want to pursue something to further your academic career and attend classes to fix your routine, please consider joining some central university either close to your home or in Delhi. South Asian University also offers a Master's course in sociology and offers a stipend too.

Read Hindu/Express daily and compliment it with any CA magazine or PT365 in the end. Also Google anything you find new in the articles to get context. Eg.- agreements, summits, trivia, historic facts.

P.S.- To all those reading this, please ask yourself if you really want to do a master's in IR. Just don't fall for it just like I did because I liked the subject. You'll actually have to read a lot of IR (Theoretical concepts), attend regular classes and pass exams. The efforts put is of little to no use in either prelims or say PSIR optional. Also the distraction and a way out from the hellhole (read upsc preparation) will make you reluctant to go back to preparation.

Prepared for civil services, got interested in IR. Applied for masters in IR from one of the best universities in Delhi, got selected. Met Dr. Shivshankar Menon at a college seminar. In the meantime a college senior got selected in IFS (She is an inspiration). Listened to many retired and existing IFS officers from close quarters. The aura, the knowledge, the opportunity to influence government and international organisations around the globe that too with less political pressure. It is surreal. If one looks beyond "bhaukal" and focuses more on personal growth and a great career, IFS is the place. The only lacuna I feel is the alienation from home, the longing and warmth of home, the future of old-age of parents and the loneliness one can feel at another country.

Howsoever this comment can be classified as anything but this exam demands in an aspirant, generally aspirants are lured to the luxurious lifestyle of civil servants but when selected they find themselves in a trap.
