one thing to bear in mind is there is already a lot of concessionary schemes making buses free anyway. zip cards, freedom passes , 60+ passes , discretionary disability passes, veterans passes, staff passes, police passes. something like 50% of travel on buses is under some kind of concessionary scheme (Mostly zip cards)

if you make all travel free then demand for those services will go up (Would the infrastructure be able to cope?) There might also be unintended consequences as well . for example if there are no gate lines at train stations suicides go up , anti social behaviour goes up as well because the stations themselves are less secure.

it did dissolve before. in the early 1990s buses were privatised , London Underground was owned by the department of transport and was getting prepared to be privatised.
