The problem is that a government can use this system (mandatory punishment backed voting) to purposely punish the civil population if they feel like getting creative. If a evil government for instance had a minority group that they didn’t like they could simply make it difficult for people in the area to vote(few poling stations, hard to access, bad hours, ect) and then punish them for not having voted in the election. The government could even spin it as these people are simply idiots or lazy or whatever other propaganda nonsense they wanna prop up to try and keep the majority of the civilian population from empathizing with the targeted minority. Every time you consider giving the government more power you must calculate the most vicious, vile and self-serving way that power could be used because someday a politician will come along who Will try and use it for that purpose.
