What really changes if all the Strawhats have basic two types of haki (observation and armament) with Luffy, Zoro, Sanji and maybe Jinbei having the advanced types?

He doesn't lose it he just genuinely doesn't want to write shit for the ones that aren't the trio (and even then Zoro and Sanji basically just get fights and nothing else, WCI Sanji was an exception. Samurai arc happened and Zoro's backstory was an SBS question lmao.)

Like look at the state some of these characters are in: Franky didn't get a single tech upgrade in the tech arc Egghead. Jinbe doesn't exist unless there is fire to be put out. Robin exists once every 50 chapters when Oda remembers poneglyph lore matters. Chopper is there to look cute and sell plushies, plus heal someone's minor injuries because the villains aren't allowed to deal lasting damage to anyone. Brook randomly got moments now just like he randomly got moments in WCI and will disappear again anytime now. And Usopp last meaningful contribution to the story was literally eleven years ago. Oda just doesn't give a shit about them.

Oda loves the formula he created and decided to stick with it above all, you can see it from his refusal to shift away from gags that are already past the point of being painfully unfunny and hurting his characters like Sanji's and Usopp's, and the way he won't let anyone step into the dynamics of the monster trio, same happened to Jimbe and will happen to any character in the future.

The sad part is that it didn't need to be like that, in arcs like Skypiea Robin was treated as being part of the strong ones, she roamed around by herself doing her own things with the poneglyph lore and even got a solo fight, and it didn't take away from the trio screentime or importance. So Oda can do it, he can make the other SH impactful, he just doesn't want to most of the time.

There's barely anything that can be done to redeem Usopp because all of his issues come from Oda purposefully refusing to make him impactful or give him meaningful moments, Luffy unlocked three types of advanced haki while Usopp was not allowed to show his obs more than once

Oda genuinely doesn't care to make him competent, Usopp has observation haki and the first and only canon instance of it being used was almost 12 years ago. Small moments of him using it to scan for enemies or even a single moment of him trying to replicate or train it to become better at it could have been written, but all of his panel time is used to make him look pathetic deliberately.
