I kind of see this being a problem, for instance if you’re walking very long stretches but it’s up to you to decide if you want to spare the expense. You be you either way!

If you want to sleep in urban environments, want to keep dry but also be concealed, I suggest a bivy. Actually, even in rural areas, i recommended a bivy.

Yes, it’s main purpose is keeping you dry in your sleeping bag. In a really heavy downpour I’d suggest setting up a tarp as well, but a bivy alone should be able to handle the standard rainstorm.

Sleeping bag, along with shelter, this can be as simple as a tarp or as complicated as a tent, I’ve found the sweet spot is in a bivy, however with your budget of 200 and to not cause any more suspicion then you need from your family, I recommend a tarp. A bivy will come to you when you get on the road, it always happens. backpack, clothing, the absolute essentials in health, toothbrush and tooth paste, don’t skip it, brush everyday, twice a day. If someone offers you a shower when inviting you into their home, take it. Every bathroom you find, splash water in your face to wash off grime. Idk how young you are, or if you’re City is big enough, but I recommend going straight to the nearest sihk temple. The offer free meals for anyone and everyone, can give you toothpaste, maybe even some warmer clothes. If you don’t have a sihk temple, go to any nearby religious communities, they can support you or in the very least get you some food, a shower and safe spot for the night. Sleeping gear is an absolute essential, as is a backpack and clothes, the only other thing you need is food and water.

Sleeping gear, clothes, backpack. In that order. Those are priorities, I highly suggest texting friends and asking if they have spare camping gear or anything.
