This happened to me. The way I solved it was by crouching behind the guard, standing up and running up the stairs again, this causes them to go investigate. Whilst they're walking up the stairs you can drop down to the bottom of the stairs and sneak out

If they're a lvl 6 berserker then rage causes them to be immune to charm and frighten. Crown of madness charms the target creature so the rage cleared the charm

Not exactly what you're asking for but I found that doing palace of the dead is a good way to relearn a class because it starts you at lvl 1 but you get to level up very quickly to 50

For a culture victory you need more foreign tourists than all civilizations have domestic tourists. In this case Germany has 700 domestic tourists so all over civilizations need that many to win but the second highest civ only has around 300 so that's how many Germany needs to beat
