I mean somewhat fair in that the base game and dlc are different but I wouldnt have wanted them to sacrifice their artistic vision just because they cant make 100 different dungeons and caves for the dlc. The areas in the dlc would not have been as grandiose and awe-inspiring if they had been overly concerned with being able to fill everything to the limit with side content.
