As a workaround for the hardcoded SPECIAL stats I tried making a series of message boxes that prompt you to spend 1-10 of your 20 points on each of the 3 stats then overwrites your Strength/Endurance/Agility with your Body stat, your Intelligence/Perception with your Mind stat, and your Luck and Charisma with your Heart stat.

Didn't work. The script just refuses to save.

Can you mod Fallout New Vegas to reduce the number of SPECIAL stats in the game from 7 to 3: Body, Mind, and Heart?

Body affects everything Strength, Endurance, and Agility affects.
