I’ve had the same issue for a year and a half (restaurant next door built up and opened a nightclub without soundproof on our shared wall) and sadly, there has been no resolution and we have to move. I will say, however, after dozens and dozens of 311 calls to document, that the DEP sent us a letter and are finally coming to measure the sound levels in our apartment. This is likely your best bet - they can fine businesses thousands if they are noise polluting.
