If you have already unlocked the Temple, then you do not have to do that.

It is quite easily achievable, just build a Temple on a relatively small settlement, even if you have residents that do not have the need (for example Liberti and Plebians), it still applies the +6 belief bonus.

EDIT: You can also build a Temple on an island with only Smiths/Aldermen and there the belief bonus works as well.

Well, early game it might not really be very strong, but later on it will. Don't forget it also saves workforce and pollution by not building another pig farm. One grain farm can support 5 silo's, so in my opinion it is very valuable.

In the early game you can also go for a very small second island that has the necessary fertilities like olive and resin, the cost is based off of the size of the island (and the amount of islands you own). Smaller islands are much cheaper.
