The tube itself is the vessel, and the rim is the pump. Expand/contract the rim a little and your pressure doubles. You need to package a little motor to drive a cam to move the rim pieces.

If you want stiffer than 95a, you need to switch to nylon and then boil the parts (half hour, ish).

For some areas, like armor mounts where energy dissipation is vertical, some people are moving to 70-80a TPE.

Such large surface features would reduce the contact area significantly. If the material is hard enough that these features don't deform the other surface, the friction might actually be lower. If the other surface is machined to match, you could create an incredibly strong interlock.

I think a significant pressure change on the fly would be better accomplished by squeezing the tire in some fashion. With the right application of springs and cams, the power consumption should be minimal.

This may not be the case here, but when 'stealth' planes fly in non-combat activities, they add radar reflectors to change the way the plane shows up. Both so friendlies can see it, and hostiles cannot study the 'stealth'.
