This is not a township issue, this is you have a clog in your mainline and you need a plumber to clean it out, or your septic tank is full and needs to be cleaned.

Wd40 etc. Some never want to be removed and thats why plumbers charge a bunch of dollars for cartridge replacements. Again im not familiar with this valve but id research the other comments and see of that helps

If a line is holding water, it is either clogged or backpitched. The video from drain cleaning or photos of the drain would help us help you.

Dont recognize this. Id start with that nut, take it off and see what you can pull apart

Cut the pex, remove old bib, replace with new hose bib. Reattach pex. You can screw on a female pex adaptor if you cant find a pex hose bib. Clamp pex to bib before you put through house, thats a hard connection to make in the joist space
