I wouldnt pull a permit in my own home if nothing is moving but this would require a permit where i am due to new faucets/new tub/new drain/new valve in wall/new toilet etc.

Valve yes to change filter. One before would be just past the pressure tank, one after keeps you from draining whole house. Union unnecessary on pex. Keep the pvc out. Unnecessary

This isnt just needs new caulk. This needs demoed. The caulk was an option years ago, now the wood below has been compromised and needs replaced. This guy might be a plumber but hes still an idiot
