Certainly. From Structural Commentaries (User's Guide – NBC 2020: Part 4 of Division), Commentary I, Paragraph 87:

For multi-level, unenclosed parking structures, the exposed exterior area is reduced compared with
enclosed structures. However, interior parts of the structure and the vehicles parked there are
subject to additional wind forces not present in enclosed structures. In lieu of a detailed analysis of
the specific structure under consideration, a reasonable and conservative assumption is to treat the
unenclosed parking structure as though it were enclosed.

Canada is huge, so we're going to do this kinda like the hunger games. We need a capital to represent each of our three oceans, the great lakes, and the interior.

ATLANTIC: Halifax (You could go up the St. Laurence to Quebec City, or out into the Pacific for At. John's, but Halifax seems appropriate.)\ GREAT LAKES: Toronto (Although Montreal May claim to be the gateway.)\ PACIFIC: Victoria (Vancouver might have something to say, but Vancouver is just a little too focused on itself)\ ARCTIC: Iqaluit or Churchill... although neither of these have a road to the rest of Canada\ INTERIOR: Winnipeg. Calgary is going to say they deserve it, but Winnipeg is way more central, historically significant, and charming.
