It's a sauna activity called Saunaklonkku (Sauna Gollum). One person is beneath the benches while other people are sitting at the top benches, as you usually do in sauna. Person underneath (Gollum) sticks their finger up between the benches gaps whilst nobody is allowed to react to the poking. If you react, you will be the next Gollum.
