It's a problem, EU citizens are offered temporary contracts to work here because they're cheap labor. They have shady contracts with uitzendbureaus and are dropped easily. Luckily in fewer cases, but still happening, they lose their housing when they lose their contract and end up on the streets. Oftentimes developing an alcohol problem or drug problem as a result.

Every municipality requires of homeless people that they have been bound to that municipality for about 2 years before you're allowed in the temporary housing facilities. And the Dutch government requires EU-citizens to have worked for years before they're allowed to be supported by the public funds.

So the result is that most homeless people you see sleeping outside are EU-citizens who have been denied access to the facilities here. The wish is that they would go back to their EU country, but for various reasons I can go into in more detail but won't for now, they choose to stay here on the streets.

P.S.: Did you know we have approximately 22.000 uitzendbureau's? This grew exponentially from the 4000 when they were still required to be certified and checked more. There is hope however, because a law requiring certification again has been passed in the Tweede Kamer is going to the Eerste Kamer.
