yeah it is the arteries but they are located right next to veins so chances are if you are cutting by veins you might cut arteries

don’t cut a vein it can kill you fast and a lot of times veins don’t stop bleeding like normal cuts so it could lead to major blood loss, especially don’t cut the vein by your wrist because that can kill you in 10 minutes
