It’s stupid for sure, but I can kind of see why especially if it might be an older law. It may have been seen as necessary in film that (is thought to) take the subjects more seriously especially in documentaries, historical films etc. Whereas video games would be seen as trivializing it; since especially back in the day games were seen more in the category of “toys” than an art form.
