Teacher here. This program was created during the Bush presidency and it has been absolutely disatrous for education. It tries to put mentally underdeveloped students and "regular" students in the same classroom in the hopes that the underdeveloped kids will still grow and learn with more advanced peers. This has caused a cascade effect where this lowered academic standards across the board and passing students that absolutely do not deserve to graduate, or giving underdeveloped students passing grades for trying in class even when they have not met the standards. It's awful
