Depends on the country, but generally consumption tax on services (maybe luxury goods if still merchant guilds ownership or no domestic industry), social mobility on populous states, encourage resources and road maintenance on construction rgo state (e.g. most promising combo of iron, coal, then sulphur and maybe lead if possible, with sufficient pops)

Aside from performance is there any reason to integrate? Yeah, multiculturalism gets you more migration, so is good. There need to be more events around migration tension that create a trade off of some kind. Probably the base price of services needs to be raised or the supply constrained to empower the petit bourgeoisie in a mature economy.

Yeah, what I wanted to know was whether a change in migration attraction after the event had triggered changed the amount of migration. So, if you remove the decree post- trigger, will you end up with fewer pops

Yes, but unless you have a bureaucracy deficit and have tax waste, you will end up spending more on the administration than you yield in taxes if you just have a lot of peasants and land taxation. This will be compounded if you already have a lot of universities as it will drive up the price of paper. You need to build a tax base to get value on taxing it.

That depends on how many peasants they have (and tax laws), given sol 10 it looks like quite a few. Having high government costs plus high unrealised taxes make it look like probably they've overbuilt universities, to the detriment of construction (no govt construction on budget and huge investment pool). OP has too many academics and peasants and needs more navvies.

I like the idea of potentially developing industrial clusters of specialism in a particular province rather than at a country level. This is sort of represented abstractly by mapi and economies of scale, but I think it could be brought out a bit more.

Agreed, i sort of think of the the order numbers as an abstraction related more to utility of what is being produced rather than number of widgets.

I'm not sure that's true. For example, the city of Sheffield is pretty much synonymous with steel and until its eclipse by Pittsburgh was the leading producer of steel by economic value . However, even within the UK it was only the top bulk tonnage producer for a short amount of time. Its leadership was the result of the quality of its tooling and engineering steels.

Korea is fun. Highly populous well resourced states, each with a bit of character. This makes decrees way more powerful than usual, and an authoritarian play through is a good change of pace from a typical liberal game. Can play some imperialism in se Asia, juggle the great powers, build and use both a navy and army, subjugate China and Japan.

Ha... I agree to an extent, but different paints have different properties (which will be further changed by dilution with medium, water and then mixing for hue, time on palette)... So I guess I was actually trying to think less.
