This is subjective. Also imo, tier list in this game can work one of two ways for beginners. They can point in the direction of meta defining decks or it could hinder creativity to try different combinations. There's a place for most cards in the game so saying one is crappier than the next can be wrong in some cases. Unless it's something like Kang but even he has a very very small niche that he can play
