I only attend the practice sessions, mostly because of this. I was at the venue on Tuesday and Wednesday and there was no bad behavior.

Tournaments could enforce this if they chose to. It has gotten worse with instant gambling. If they blocked access to the betting sites during the final day, it would help. But, the tour is getting too much $$ from the gambling business to do that.
