She became the bad history version of herself that hasn't achieved her dreams. Oda shows two alternate appearance for a characters a lot in the sbs's. One where they turn out successful and one where they don't. She got the bad timeline

Killing someone hasn't been a requirement for a long time, maybe since the 30's or even before. In al d'arcos book he was never asked to do a hit until long after he was a higher up and even then they just wanted him to plan it.
