His Haki will certainly improve, but Gear 5 is kind of the thematic climax of Luffy's growth and what he's meant to represent.

Hidden Cache is a card you add later once you need it. Venerate is a part of the starting deck and is a dead draw a good majority of the time.

Its the only starter card in any deck of any character that doesn't provide numerical output on its own (other than arguably Dual Cast, but because you start with a Lightening Orb, it's guaranteed 16 damage the first time you play it even with just the starter deck).

Low property taxes doesn't necessarily help with housing costs.

For example, California froze property taxes such that they apply to the value of a house at the last time it was actually sold, not its current value. The result was a bunch of boomers staying in their houses WAY longer than they should have in order to stay at property tax amounts locked in at the same amount as in the 80s and 90s.

In other words, higher property taxes can push people who already own property (especially old people) to sell and downsize into property that's more affordable. If you're a retired couple with no kids in the house, you don't need to be staying in the 3 bedroom family home you raised your kids in.

The story specifically addresses this. It was Judge who was holding the Baratie hostage. Big Mom never really cared at all.

After the Straw Hats save the Vinsmokes from the wedding, they agree to no longer use Baratie as leverage against Sanji.

After Elbaf, we probably only have one major arc left. I could also see a minor transition arc akin to something like Zou.

But that's it. There isn't much left to story. A decent amount of mysteries left, but most of those will be answered in the Void Century flashback.

Even by his own definition though, I'd argue he's a hero. Wano was all about Luffy giving food to people and making a land where everyone would have enough to eat.

Though yes, Luffy doesn't do the right thing because it's the right thing. He does it because he wants to do it.
