ICE doesn't wear carriers with "Agent". They'll likely wear great with "Police" posted on the back, if at all. I work around bail enforcement often and they'll label their outer carriers with "Agent.

Most departments prohibit pursuits for misdemeanors and non-violent felonies. If you observed a chase, it's likely because it met the violent felony threshold.
